Much black-on-black crime relates to the drug trade, and that, at least, has a non-racist explanation. When you're dealing in substances that are illegal by government fiat, and a dispute arises in the ordinary course of business, you can't simply take the other party to court, or seek assistance from law enforcement. Small wonder, then, that many people involved in such disputes resort to "alternate means of dispute resolution."
