There is some overlap. I'm a trans woman that has performed, and continues to perform, in drag shows. Our shows raise money for charity, though. (And these days, I sing instead of lipsyncing, but it's still a performance.) And there are a few people who start out as conventional drag queens, but, over time, see that they identify more with their feminine side and transition. I personally know two of those in this area alone. Admittedly, those examples are rare, but they do exist.
